REQUEST FOR PROPOSAL (“RFP”)
Provision of Implementation Partner for Proudly Brunei Business Awards

PROJECT OVERVIEW (SCOPE OF WORK)
DARe is seeking Proposals to acquire services from an implementation partner to develop a
communication strategy and execute the promotion of the Proudly Brunei Business Awards, as well
as the provision of event management services for the award ceremony.
The required provision of service by the implementation partner includes (but is not limited to) the
following:
Communication and marketing plan development for 1+1 years (subject to performance)
Marketing consultancy
Static content design and creative services
Video content
Copywriting services
Social media management (including scheduling, publishing, and attending to inquiries)
Talent management
Event management services
Website design and development

SUBMISSION FORMAT
Proposers shall submit Proposals electronically via DARe LINKS no later than 3.00 pm Brunei Darussalam time (GMT+8) on 18th April 2023.
Proposals must be clearly labelled as, “[RFP 23 11 00. – PROVISION OF IMPLEMENTATION PARTNER FOR PROUDLY BRUNEI BUSINESS AWARDS]”. Proposers are instructed to provide their tender in 2 (two) separate, ‘inner envelopes’; one marked ‘technical submission’ and one marked ‘commercial submission’. These inner envelopes will then be enclosed in a plain sealed outer envelope (or box if appropriate) and will include One (1) electronic copy submitted via DARe LINKS.
Electronic Proposals must be password-protected upon submission via DARe LINKS. Please provide the password in the necessary fields in DARe LINKS. Proposals will only be accessible once the submission deadline is closed after 3.00 pm Brunei Darussalam time (GMT+8) on 18th April 2023. Proposals without password protection will not be accepted. Upon submission, Proposers may keep track on the status via DARe LINKS. Please also take note to keep the size of uploaded documents up to a maximum of 10MB.
Lodgement via physical submission, i.e. hard copy, and proposals lodged after the deadline will not be considered unless DARe otherwise determines at its absolute discretion and without any
obligation to do so that it is appropriate for a later Proposal to be considered.
DARe will assign a reference number for any RFP issued. This reference number should be quoted in any correspondence and during Proposal submission.

Proposer requiring any clarification of the RFP may e-mail their questions to rfp@dare.gov.bn with subject heading, “[RFP 23 11 00. – PROVISION OF IMPLEMENTATION PARTNER FOR PROUDLY BRUNEI BUSINESS AWARDS]” Copies of the DARe response will be forwarded to all Proposers. Proposers may also opt to send inquiries directly via DARe LINKS.
