Project Overview (Scope of Work)

DARe is seeking Proposals from suitably qualified Proposers for this project. In developing the Proposal, the Proposer should consider the objectives and key requirements prescribed below in the provision of, ‘Empanelment of Facilitator for Startup Accelerator Programme 2024 (3 Cycles)’:

The Accelerate Bootcamp is a startup accelerator programme created to design and deliver a comprehensive training program for early-stage startup founders who currently have a prototype. The objective of the program is to equip founders with the necessary skills and knowledge to successfully penetrate their respective markets and validate their products through public testing sessions.

The current Accelerate Bootcamp will be designed and broken into three main modules, namely the Founders’ Camp I, Validation Camp and Founders’ Camp II.


  • To create, develop and implement an accelerator programme targeting high potential and high growth startups through weekly hybrid learning approach (physical and online learning).

  • To assign a dedicated experienced facilitator for the accelerator programme for each weekly check-in.

  • Facilitate orientation sessions to introduce participants to the program’s objectives, structure, and expectations.

  • Ensure participants understand the importance of their active engagement and the outcomes they should aim for.

  • Collaborate with the project manager to finalize the program schedule and logistics.

  • Ensure all necessary resources and materials are prepared and available.


  • To provide and deliver the three sections of the programme;

  • Founders’ Camp 1 (5 Days)– Focus on the mindset shift from being a traditional MSME to a startup founder, lean startup methodologies and go-to-market strategies of a startup.

  • Validation Camp (5 Days) – In-depth training on Product Market Fit and validation techniques. Founders must understand the importance of Product Market Fit and how decisions must be made based off proper validation and feedback loops.

  • Founders’ Camp 2 (5 Days) – Financial planning, revenue projections and startup roadmap development.

  • To ensure of engaging activities throughout the programme, including sharing sessions with identified local startup founders as part of the modules, to provide relatable and localized content and feedback to the participants.

  • To provide weekly key metrics to measure progress of participants through means of assessment mechanisms.

  • To track participants' submission of assignments and attendance through Learning Management System.

  • To organize “Validation Day” - a day to showcase startups’ products for feedback through matchmaking with potential customers.


  • Programme Retrospective & Review

  • Final assessments of participants and to evaluate progress – detailed reports on participants’ progress & feedback on each team and its founders.

  • Programme Evaluation – Analyze participants feedback and stakeholders to assess the overall effectiveness of the programme.

  • To recommend additional add-value support (programmes, initiatives) after completion of each accelerate programme. Not limited to;

  • Monitoring and mentoring after completion of Accelerate Bootcamp Programme Cycles.

  • Startup Immersion programme

Proposals must be submitted to the above-mentioned address no later than 3.00 PM Brunei time (GMT+8) on 20th July 2024.

Proposers are instructed to provide their RFP in the following formats:

Electronic submissions shall be submitted in two separate files or folders; one marked “technical submission” and one marked “commercial submission”, via e-mail to

All electronic submissions must be password-protected upon submission to RFP Secretariat, in which RFP Secretary will only request the password from Proposers at the close of submission deadline.

Proposals without password protection will be disqualified. A step-by-step guide on how to protect PDF files via is available on (Appendix B).

Upon submission, RFP Secretariat will confirm receipt of the proposal. Please also take note our email can only receive attachments up to a maximum of 10MB.

Proposals lodged after the deadline will not be considered unless DARe otherwise determines at its absolute discretion and without any obligation to do so that it is appropriate for a later Proposal to be considered.

DARe will assign a reference number for any RFP issued. This reference number should be quoted in any correspondence and during Proposal submission.


Proposer requiring any clarification of the RFP may e-mail their questions to with subject heading, “[RFP 24 05 00. –  Empanelment of Facilitator for Startup Accelerator Programme 2024 (3 Cycles)”. Copies of the DARe response will be forwarded to all Proposers.

Proposers’ Brief

There will be an official brief for Proposers conducted at the Workshop Auditorium (D&T Building) on Tuesday, 16th July 2024 at 2.00pm. All Proposers will be briefed at this time and any enquiries can be brought forward during this session.
