DARe (Darussalam Enterprise) is a Statutory Body that aims to nurture and support local enterprises from start-up to growth. DARe works closely with government and non-government agencies locally and abroad to foster the growth of business enterprises. Through DARe, a common and unified approach is taken to direct, support and encourage growth of local enterprises under a single body represented and driven by the private sector.



We are seeking highly motivated, proactive and qualified individuals to join our team.  Applications are invited for the following positions:

Head of Legal 1 position


Role holder will primarily lead the provision of legal advice, drafting and/or negotiations of complex projects and infrastructure projects associated with core functions of DARe. Role holder will be aware of DARe related activities that may give rise to material operational and legal risk associated with activities carried out by DARe with the aim of mitigating or operational risks; and be able to lead, manage and train legal personnel to provide legal advice that is practical and commercial/viable to give effect to the required outcomes (including commercial, technical and/or social outcomes) and to carry out the necessary activities of DARe.


Roles and Responsibilities:

  • Provide:

    • legal advice, drafting and/or negotiations complex projects and infrastructure projects associated with the DARe’s core function of facilitating and implementation of industrial facilities, operations and maintenance of industrial parks under DARe’s managment and, where required, projects and infrastructure delivery related transactions of the government and associated entities;

    • legal advice to management and DARe departments on achieving operational outcomes for the organisation and on matters where the legal issues may not have entirely clear precedents that would enable the conferral of advice in a straight forward manner;

    • manage and assess other legal personnel in performing their job outcomes and training legal personnel;

  • working with relevant internal departments to raise awareness of the need to request for and receive legal advice;

  • requesting for, managing and maintaining external counsel as and when necessary;

  • proactively assess and advise potential material legal risks to activities undertaken by DARe as and when it is required or becomes aware of such risks;

  • ensuring compliance with DARe’s policies and procedures and in line with Brunei’s legislation and regulations;

  • liaise with relevant internal departments to identify operational issues where legal advice is required;

  • support internal investigations team as needed;

  • assist in developing legal relationships with third parties in Brunei and internationally to give effect to activities undertaken by DARe;

  • maintain and manage relationships with third parties including external counsel, vendors, and other organizational partners (directly and indirectly);

  • responsible to ensure contracts entered into are compliant with DARe’s contracts and risk management policies, are commercially viable, reduce liabitlity and protect DARe’s interest in general; and

  • analysis of risk associated with client contracts and provision of advice to Senior Management team on acceptability or otherwise of risk.

Key Requirements:

  • Bachelor of Laws (LL. B) from a university located in a common law jurisdiction

  • Strong projects and infrastructure knowledge, particularly in projects delivery and non-contentious construction

  • Good experience in advising, drafting and negotiating projects and infrastructure related transactions, however candidates should submit with their CVs a transaction sheet providing particulars of relevant transactions they have materially advised, drafted and/or negotiated on (to the extent they are permitted under confidentiality obligations)

  • Able to balance the role of business partner, and control functions;

  • Be able to take on a hands-on approach from problem definition to successful execution.

  • Good stakeholder management skills

  • Ability to work independently with good business sense.

  • Preference is given to candidates with:

    • Prior experience as an in-house counsel;

    • admissions as a solicitor in a common law jurisdiction (particularly in England and Wales, any of the Australian States or Territories, Malaysia, Singapore and/or Brunei), however candidates with an admission as a barrister in England and Wales or another common law jurisdiction is also an advantage;

    • exposure to chemicals, energy, oil and gas, transport and/or social projects and infrastructure transactions experience;

      • corporate governance, project financing and/or contentious construction capability provided that candidates meet B1 requirements above; and

      • LLM where subject matter is relevant to primary DARe activities.

Corporate Secretary 1 position


Role holder plays a major role in leading DARe board of directors' and committee members’ to stay in compliance with regulatory/ statutory requirements and its communication with both internal and external stakeholders while also responsible in relaying all decisions, resolutions and changes put forth by DARe’s Board of Directors and DARe’s committees to the relevant parties.


Roles and Responsibilities:

  • Planning, scheduling and executing all Board of Director meetings and relevant committees’ meetings administrative including the logistical arrangement.

  • Advising Board of Directors/ Committee members on subjects such as their roles and responsibilities.

  • Preparing informational meeting packets at least one week ahead of a meeting.

  • Coordinating closely with other Functional or Departmental Team in preparation and compilation of papers. 

  • Attending all Board and Committees meetings and ensure minutes are recorded.

  • Taking and drafting minutes of meeting including the substance and dissemination of minutes and its deliverables in a timely manner.

  • Retaining and organizing all substantial documentation including Board and Committee minutes/ Resolutions/ Corporate Documentation.

  • Disseminating and communicates decisions to relevant Functional team or Departmental Head or Stakeholders for follow-up or execution of actions.

  • Undertake any other duties or administrative tasks as may be assigned from time to time.

Key Requirements:

  • Holds a Bachelor of Laws/Postgraduate Degree or a Degree in any discipline or equivalent from a university/institution accredited by Negara Brunei Darussalam

  • Holds a Professional Qualifications in Corporate Secretarial is an advantage.

  • At least 3 years relevant working experience (preferred)

  • Excellent in organizational, interpersonal and communication skills

  • High proficiency in English and Malay both in oral and written.

  • Ability to anticipate compliance developments that affect DARe and a high respect for confidentiality.

  • Ability to work closely with others, builds working relationships with executive team and Board members, provide advice where necessary

  • Maintain timely submissions and execution of deliverables

  • Ability to prioritize and complete simultaneous documentation timely

  • Demonstrated skill as a self-starter with a strong drive to produce results.

Data Analyst for Planning and Projects, Industrial Site Management 1 position


Role holder will be responsible in data collection and analysis to aid the industrial sites management planning and site development team as well as across the organization where necessary.

Roles and Responsibilities:

  • Analyzing data and transforming data sets into insights to guide decision-makers to set critical decisions that impact enterprise-wide initiatives.

  • Researching, identifying, analyzing industry cluster issues in order to uncover/develop opportunities, find gaps in the market and industry in order to support strategic MSME cluster growth.

  • Designing and maintaining data systems and databases.

  • Mining data from primary and secondary sources, then reorganizing said data in a format that can be easily read by either human or machine.

  • Preparing reports for executive leadership that effectively communicate trends, patterns, and predictions using relevant data.

  • Analyzing data from industrial land applications, businesses, industrial activities and land usage, tenant data such as revenue, employment, exports, and the like in order to determine industry trends, identify opportunities and make recommendations

  • Collaborating with planners, engineers, and organizational leaders to identify opportunities for process improvements, recommend system modifications, and develop policies for data governance.

  • Presentation of data and communication of findings to internal or external stakeholders using interactive visualization tools like Tableau to illustrate conclusions.

  • Able to tell a story with data in order to help explain the value of the findings, provide recommendations and assist in strategizing for potential projects.

  • Manage and/or assist in the management of projects.

  • Schedule work on a day to day basis to enable daily targets to be met, ensuring necessary resources are allocated to meet objectives

  • Resolves issues and problems by identifying and selecting solutions through the application of acquired technical experience and will be guided by precedents

  • Assist Team Manager on planning and development aspects

  • Supervising the performance of external service providers

  • Coordinate and contribute to the achievement of the department objectives.

  • Responsible for the quality and timeliness of the work provided and work produced.

  • May hold responsibilities of any or higher level position from time to time.

  • Assisting in the development of policies and procedures

Key Requirements:

  • Holds a Degree in a related field such as analytics, computer modeling, science, math, civil engineering, project management, business administration, economics, or finance.

  • Preferably with 3 years of working experience.

  • Technical skills include knowledge of database languages such as SQL, R, or Python; spreadsheet tools such as Microsoft Excel or Google Sheets; and data visualization software such as Tableau, Qlik, Sisense, Power BI or similar.

  • Mathematical and statistical skills are also valuable to help gather, measure, organize, and analyze data.

  • Project management experience would be useful.

  • Experience in reporting and budgeting with cost benefit analysis
