DARe (Darussalam Enterprise) is a Statutory Body that aims to nurture and support local enterprises from start-up to growth. DARe works closely with government and non-government agencies locally and abroad to foster the growth of business enterprises. Through DARe, a common and unified approach is taken to direct, support and encourage growth of local enterprises under a single body represented and driven by the private sector.

We are seeking highly motivated, proactive and qualified individuals to join our team. Applications are invited for the following position:

1. Legal Associate - 1 Position

Role holder will be responsible for providing various legal assistance and services to DARe where they handle business transactions including negotiation, drafting, and review of contracts and other agreements associated with DARe.


Roles and Responsibilities:

• Providing legal advice and support in matters within DARe;

• Drafting and/or review of project related agreements and other relevant documentation;

• Undertaking legal research;

• Translating external regulations into internal regulations;

• Representing the Division in meetings with both internal and external parties, as appropriate;

• Liaising with external counsel, consultants and other relevant stakeholders, as appropriate;

• Undertaking any other duties as may be assigned from time to time.


Key Requirements:

• Bachelor of Laws (LLB Law) or equivalent from a university/institution accredited by Negara Brunei Darussalam.

• Barrister-at-law qualifications/ Solicitor professional qualifications or its equivalent.

• At least 5 years relevant working experience.

• Proficiency in English and Malay.

• Excellent in organizational, interpersonal and communication skills.

• Strong analytical and problem solving skills.

2. Corporate Secretary - 1 Position

Role holder plays a major role in leading DARe board of directors' and committee members’ to stay in compliance with regulatory/ statutory requirements and its communication with both internal and external stakeholders while also responsible in relaying all decisions, resolutions and changes put forth by DARe’s Board of Directors and DARe’s committees to the relevant parties.


Roles and Responsibilities:

• Planning, scheduling and executing all Board of Director meetings and relevant committees’ meetings administrative including the logistical arrangement.

• Advising Board of Directors/ Committee members on subjects such as their roles and responsibilities.

• Preparing informational meeting packets at least one week ahead of a meeting.

• Coordinating closely with other Functional or Departmental Team in preparation and compilation of papers.

• Attending all Board and Committees meetings and ensure minutes are recorded.

• Taking and drafting minutes of meeting including the substance and dissemination of minutes and its deliverables in a timely manner.

• Retaining and organizing all substantial documentation including Board and Committee minutes/ Resolutions/ Corporate Documentation.

• Disseminating and communicates decisions to relevant Functional team or Departmental Head or Stakeholders for follow-up or execution of actions.

• Undertake any other duties or administrative tasks as may be assigned from time to time.


Key Requirements:

• Holds a Bachelor of Laws/Postgraduate Degree or a Degree in any discipline or equivalent from a university/institution accredited by Negara Brunei Darussalam.

• Holds a Professional Qualifications in Corporate Secretarial is an advantage.

• At least 5-8 years relevant working experience (preferred).

• Excellent in organizational, interpersonal and communication skills.

• High proficiency in English and Malay both in oral and written.

• Ability to anticipate compliance developments that affect DARe and a high respect for confidentiality.

• Ability to work closely with others, builds working relationships with executive team and Board members, provide advice where necessary.

• Maintain timely submissions and execution of deliverables.

• Ability to prioritize and complete simultaneous documentation timely.

• Demonstrated skill as a self-starter with a strong drive to produce results.

3. Organizational Development Manager - 1 Position

Role holder will be responsible in managing and ensuring the smooth operations of HR organizational development covering HR Recruitment and Talent Sourcing; Organization and Workforce Planning; Staff Movements, Retention and Terminations; Job Attachment/Placement; HR Communications; Staff Attrition; Performance and Talent Management. Role holder plays important role in driving forward DARe organizational effectiveness for the benefit of the staff, leadership and the community.


Roles and Responsibilities:

• Workforce planning including administration and monitoring of DARe annual headcounts utilization.

• Coordinating with Department Heads on workforce requirement.

• Assisting in job evaluation review and development of job description.

• Coordinating in any related career or job exhibitions to identify talent.

• Managing the recruitment process including the administration, interview, selection and onboarding planning and execution.

• Manage administration of staff transfers, exit and resignation process including staff grievances handling.

• Recruiting highly skilled resources for current and future needs with diversified talents.

• Developing a system or a process to analyze and improve existing talents to comprehend with their current weakness and sharpen strengths.

• Educating employees about organizational goals, industry trends and/or best practices and drive them with passion for aligning accordingly.

• Addressing workplace issues and resolve them without procrastinating.

• Creating an environment of accountability where success is measure.

• Assisting in Organizational Development - work culture, moral.

• Assisting in annual performance appraisal process and salary review and disbursement of payments.

• Developing and implementing plan to close performance gaps at the Individual, Team, Department and Organizational levels.

• Assisting in reviewing talent for succession planning.

• Finding resources for training and professional development with focus on learning that is directly connected to mission delivery.

• Ensuring all HR processes are in line with approved policies and procedures.

• Guiding HR Team and act as Relief Head, when required.

• Undertake any other duties or administrative tasks as may be assigned by Department Head from time to time.


Key Requirements:

• Holds a Degree or Postgraduate Degree in any discipline or equivalent from a university/institution accredited by Negara Brunei Darussalam.

• Holds a Human Resources related Professional Qualifications/ Certifications is an advantage.

• At least 10 years working experience in Human Resources Management (preferred) .

• Excellent in organizational, interpersonal and communication skills.

• A high respect for confidentiality and work ethic.

• Ability to lead Team – who can coach, supervise and direct others.

• Possess strong negotiation and problem solving skills.

• Ability to work in a Team and across other function/ departments.

• Ability to do multi-tasking roles.

4. Delivery Support Officer – 1 position

Role holder will collaborate with assigned teams to deliver projects by utilizing the agreed project management framework. Role holder will be working with the functional Team Leads to identify the priorities and plan the implementation to deliver departmental goals. On specific projects, role holder will need to engage with tenants and related stakeholders to facilitate the smooth implementation of industrial site projects. Role holder will report to the Department Head and work closely with the functional and industrial site teams to support their project delivery.


Roles and Responsibilities:

• Support Department Head to prioritize key projects and drive implementation of organization strategic plan.

• Developing and implementing appropriate project management procedures.

• Coordinating the production of all reports and produce summary reports.

• Advising and assisting team members in the application of project procedures, disciplines and recording and reporting standards.

• Developing and supporting effective communication mechanisms between the site teams.

• Undertaking any other duties and administrative tasks as specified by the Department Head.


Key Requirements:

• Holds a Degree / Diploma in any discipline or equivalent from a university/institution accredited by Negara Brunei Darussalam;

• Qualifications in Engineering or Project Management and knowledge of formal project management methodology is an advantage.

• A high degree of computer literacy including advanced knowledge of the MS Office Suite, data analysis and a willingness and skill to learn new programs quickly.

5. Operation and Maintenance Officer – 1 position

Role holder will be responsible in monitoring, verifying, supervising, inspecting, reporting, and overseeing DARe’s industrial parks’ operation and maintenance of assets and facilities being carried out by appointed facility management Contractors that includes various disciplines such as bridge, road, water, electric/power, sewerage, and telecommunication.


Roles and Responsibilities:

• Scheduling work on a day to day basis to enable daily targets to be met, ensuring necessary resources are allocated to meet objectives.

• Resolving issues and problems by identifying and selecting solutions through the application of acquired technical experience and will be guided by precedents.

• Managing the assigned the assets’ services and operations (in terms administration, events and venues).

• Conducting regular inspection of DARe’s assets, facilities and projects reports to supervisor on the statuses.

• Monitoring term contractors for monthly maintenance of infrastructure and facilities (i.e. road, water pipes, telecom cables, pumps etc)

• Assisting Assets Team Manager on assets and infrastructure annual budget preparation and control.

• Supervising DARe staff and contractors on maintenance services.

• Supervising the performance of external service providers.

• Ensuring relevant procedures and processes comply with all ISM procedures, guidelines and policies and HSSE requirement.

• Coordinating and contributing to the achievement of the department objectives.

• Responsible for the quality and timeliness of the work provided and work produced.

• Managing maintenance contracts.

• Undertaking any other duties or higher level position as specified from time to time.


Key Requirements:

• Holds a Degree / Diploma in any technical background or equivalent from a university/institution accredited by Negara Brunei Darussalam;

• Facilities Management or Operation and Maintenance background is an advantage.

• Have experience in the Operation and Maintenance / Facilities Management sector; Knowledge on bridge O&M is an advantage.

• Applicants with investigation / analytical skills in technical problem solving is an added advantage.

• At least one year of supervisory experience (preferred)

• Experience and know how using relevant technology and equipment in facilities management and maintenance.

• Experience in reporting and budgeting with cost benefit analysis.

• Working knowledge of Failure Mode Effect and Criticality Analysis.

• Knowledge is WHSO or IOSH will be an added advantage.

• Strong representation and negotiation skills with staff at all levels with good spoken and written communication skills.

• Strong technical and practical skills for problem solving.

• Excellent computer skills. Having knowledge in AutoCAD is an advantage.

• Good negotiation, supervisory skills; tactful but assertive manner.

• Excellent Team player.

• Have good logical thinking and problem-solving ability.

• Good organisational skills and attention to detail.

• Have the ability to cope under pressure.

• Able to work off hours if / when required.

• Able to work with limited supervision.

6. Senior Security Officer – 1 position

Role holder will be able to demonstrate excellent communication, surveillance and emergency response skills. Job holder will need a strong commitment to security rules and knowledge of all hazards and threats to safety, along with strong supervisory and leadership skills.


Roles and Responsibilities:

• Developing and implementing security policies, protocols and procedures.

• Controlling budgets for security operations and monitoring expenses.

• Attending meetings with other managers to determine operational needs.

• Constant interaction with tenants to improve management of security within their facility.

• Meeting stakeholders’ expectations of maintaining security at the industrial sites.

• Planning and coordinating security operations for specific events.

• Coordinates staff when responding to emergencies.

• Reviewing reports on incidents and breaches.

• Investigating and resolving issues.

• Creating reports for management on security status.


Key Requirements:

• Holds a Degree / Diploma in any discipline or equivalent from a university/institution accredited by Negara Brunei Darussalam;

• Must have an experience at least Ten (10) years in the Security profession or worked in Law Enforcement (armed forces or police force);

• Applicant with a rank in the armed forces or police is an added advantage;

• Applicants with investigation skills will have an added advantage.

• At least one year of supervisory experience (preferred)

• Proven security training in the field of security administration.

• Proven experience as security manager or similar position.

• Experience using security relevant technology and equipment.

• Experience in reporting and emergency response planning.

• Excellent knowledge of security protocols and procedures.

• Working knowledge of Security Risk Assessment tools.

• Strong representation and negotiation skills with staff at all levels with good spoken and written communication skills.

• Strong technical and practical skills for problem solving.
